Project Overview

The project was undertaken for the aviation sector to enhance operational safety and reliability at Surkhet Airport. The scope included modernization of aeronautical ground lighting infrastructure and implementation of monitoring and control systems for airport operations. The project was executed in compliance with CAAN technical specifications, procurement procedures, and international aviation standards.


Objectives

The project was designed to achieve the following goals:

• Upgrade the existing aeronautical ground lighting infrastructure at Surkhet Airport

• Improve visibility and operational safety during aircraft movement and landing operations

• Establish an integrated airfield light control and monitoring system

• Ensure compliance with aviation operational and safety standards

• Enhance reliability and efficiency of airport lighting management systems


Key Deliverables

The following systems, instruments, and tools were supplied, installed, and commissioned as part of the project:

• Supply and installation of runway edge, threshold, end, and turn pad LED lighting systems.

• Runway Threshold Identification Light (RTIL) system and obstruction lights for towers and masts.

• High mast apron flood lighting system with lightning protection and power distribution boards.

• AGL isolating transformers, primary/secondary cables, connector kits, and earthing systems.

• Control and monitoring infrastructure, including CCRs, AVR, UPS, PLC panel, and ALCMS desk.

• Civil works, including ducting, manhole construction, transformer chambers, and foundations.

• Training, documentation, pre-shipment tests, and system integration for seamless operations.


Challenges

The project involved the following procurement and process-related challenges:

• Coordination of installation activities within an operational airport environment

• Compliance with aviation safety standards and technical specifications

• Integration of multiple lighting and monitoring subsystems

• Management of testing and commissioning activities without disrupting airport operations

• Handling of international procurement, logistics, and technical documentation requirements

The establishment of the AGL and ALCMS has delivered tangible and lasting improvements to airport’s operational capabilities:
